Objective: Narrative objectives1 - We will conduct On the job training in the form of conferences where public health nurses collaborate with researchers to expand their thinking from individual issues to community wide challenges as part of their daily work. The aim is to determine whether this intervention promotes the visualization and sharing of public health nurses thought processes and whether it can be established and expanded as a standard practice within the workplace. We will identify the barriers and facilitators involved in shifting ones thinking from individual level issues to community level issues, and verify the effectiveness of this approach as a workplace education model as well as its feasibility in a variety of public health settings. Basic objectives2 - Efficacy

Intervention: Interventions/Control_1 - Action Research: The researcher intentionally intervenes by facilitating a series of educational activities, including preliminary discussions, conferences using a worksheet developed by the researcher, and reflections.

Eligibility: Age-lower limit - 24 years-old = Gender - Male and Female Key inclusion criteria - Public health nurses participating in the conference held after the public health program Key exclusion criteria - Public health nurses seconded from other agencies Target Size - 20
