An injection rate of a chemical agent to the circulating cooling water is controlled based on an LTD value calculated as [outlet temperature of the cooling medium minus outlet temperature of the circulating cooling water] from the outlet temperature of the cooling medium and the outlet temperature of the circulating cooling water in the condenser 24.
