⑹ Qualifications for participating in the tendering procedures : Suppliers eligible to participate in the proposed tender are those who shall :

Furthermore, minors, persons under conservatorship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable in cases of special reasons within the said clause.

③ Have Grade A, B or C in "Sale of Products" in terms of the qualifications for participating in tenders by the Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and have qualifications for participating in the competition in the Tokai-Hokuriku region.
④ Not be in arrears of insurance premiums for the last two years prior to the deadline for submission of bids (for two insurance years with regard to (E) and (F)), for bidders subject to the following insurance systems :
(A) Employees' Pension Insurance
(B) Health Insurance (Japan Health Insurance Association)
(C) Seamen's Insurance
(D) National Pension
(E) Workers' Compensation Insurance
(F) Employment Insurance
⑤ Have no false statements in the application form or attached documents for qualification screening.
⑥ Be recognized as having neither significantly deteriorated business conditions nor creditworthiness.
⑦ Not be currently under suspension from designation by the Ministry of Health, Labour and Welfare.
⑧ Not have been subject to any administrative sanctions for violations of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare during the one-year period immediately preceding the deadline for submission of tenders.
