⑤ not be the person that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑥ when an application is submitted as a business cooperative association, its members must not submit an application individually
⑦ have registered as a retail electric enterprise in accordance with Article 2-2 of the Electricity Utilities Industry Law
