Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons with in the said clause ;

④ Have Grade A, B or C "Service" (Service of kinds of "Information processing" or "Others") in terms of the qualification for participating in tenders by the Ministry of the Environment (single qualification for every ministry and agency) in the fiscal year 2025, 2026 and 2027.
⑤ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order ;
⑥ Pledge to excluding crime syndicates and other illegal organization defined in the bid manual
