Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;
B not come under Article 6 of the Regulation concerning Contract for NHO ;
C have Grade A, B or C in "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministryand agency) in Tohoku Region ;
D prove to have registered with the relevant authorities,in accordance with the Oil Industry Law, to initiate business of selling petroleum products ;
E prove that they can deliver the fuel oil, on the date and to the place specified by the Obligating Officer ;
F meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation ;
