③ have Grade A, B, C or D in "Sale of goods" for participating in tenders by Ministry of Health, Labor and Welfare (Single qualification for every ministry and agency) in Kinki Regions ;
④ prove to have prepared a system to provide rapid after-sale service and maintenance for the procured services.
⑤ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation ;
